On November 18, 2025 Licensing Program Analyst (LPA) Jennie Tedlos met with Licensee, Pastora Sibrian, for the purpose of delivering complaint findings. LPA observed 8 children supervised by the Licensee and two Assistants. Criminal record clearances were verified. Facility hours of operation are 7AM-6PM.
LPA Tedlos conducted an investigation regarding the complaint allegation listed above. LPA toured the facility, conducted interviews with the Reporting Party (RP), the Licensee, the Assistants and children at the facility. LPA also conducted observations and obtained pertinent documentation to assist with the investigation.

It was alleged that the Licensee is away from the home more than 20% of day care hours.
The Licensee states that she leaves the facility to run errands and conducts school drop offs in the morning and pick ups in the afternoon. Interviews with the Licensee and Assistants reveal that the Licensee usually takes about 10-15 minutes to do school drop offs and pick ups. Licensee and Assistant... Report continues on 9099-C...

...interviews also reveal that the Licensee may make necessary grocery runs a few times during the week during day care hours to get supplies for the day care which can take from 30 minutes to an hour.
The Licensee states that she understands that the regulations require Licensees to be present at the facility for 80% of operating hours and understands that gives her around 2 hours per day to run errands including taking children to school since her hours are 7AM-6PM, but does not utilize the 2 hours every day.

The children interviewed state that the Licensee is at the facility when they are dropped off and when they are picked up. Children interviews also reveal that sometimes the Licensee leaves the facility for what they state is a little amount of time to take children to school or to go grocery shopping.

Based on lack of clear corroborating evidence, the above allegation could not be substantiated or dismissed. Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur; therefore, the findings are UNSUBSTANTIATED.

An exit interview was conducted in which the report was reviewed and discussed with the Licensee, Pastora Sibrian. LPA provided a copy of the report and Appeal Rights to Licensee. A Notice of Site Visit was posted by LPA and Licensee understands it must remain posted for 30 days. A Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
