On Wednesday, July 26, 2023, Licensing Program Analyst (LPA) Amanda Sutter met with Licensee, Yekaterina Davidek, for the purpose of an unannounced annual inspection. Upon arrival, LPA observed licensee and her husband supervising 6 children. All individuals subject to criminal background review have obtained a criminal record clearance. LPA observed proper ratio and capacity was being followed. Facility hours of operation are Monday through Friday from 7:30 AM to 5:30 PM.

A health and safety evaluation was conducted in all areas accessible to children. LPA observed an above-ground, unfenced pool in the backyard, which is currently on-limits. Licensee stated that she set the pool up the previous weekend and that children play in a separate side yard when they are outside. LPA observed a tarp secured to the top of the pool. Licensee understands that any pool covers must hold the weight of an adult person, or that pools need to be fully fenced according to regulation. Licensee understands that until the pool is fenced, the backyard will remain off-limits.

Off-limit areas include: all bedrooms, garage, carport, and backyard. Licensee acknowledged that children may never enter these off-limit areas. LPA observed that the facility is clean, safe, sanitary, and in good repair. LPA observed a functioning smoke detector, carbon monoxide detector, and a full 2A10BC fire extinguisher. The facility has adequate toys that appear to be safe for children to use. The licensee stated there are no weapons or poisons in the home. LPA observed an empty hot tub in the children’s outdoor play area.

LPA reviewed four children’s files which were observed to be complete. Required postings and the children’s roster were observed. LPA observed 15-minute observation checks for napping infants. LPA discussed fire drill requirements. Licensee’s CPR/First Aid card expires 9/2024. Licensee’s Mandated Reporter certificate expires 9/2024. Licensee understands that trainings must be completed every two years.

LPA verified that the annual fees are current. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Based on the inspection, one Title 22 Deficiencies for an unfenced body of water has been issued on the attached LIC 809-D. The licensee was informed that this report dated 7/26/2023 documents one Type A citation which shall be posted for 30 consecutive days. The licensee shall also provide a copy of this licensing report to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification. Licensee has been provided with appeal rights. Exit interview conducted and report was reviewed with the licensee Yekaterina Davidek. During the exit interview, the Licensee Yekaterina Davidek, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
