On Friday, November 5th, 2021, at 11:50am, Licensing Program Analyst (LPA) Blake Morillas met with the Licensee's adult daughter and Assistant, Shania Remine, for the purpose of an unannounced Annual Required inspection as well as to conduct a Case Management visit to increase their capacity from a maximum of 8 to 14 children. The Licensee was away running errands while the inspection was taking place but returned at the end of the inspection. All individuals subject to criminal background review have obtained a criminal record clearance. At 11:50am, 2 infants and 1 preschool age child were observed.

The Assistant was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Previous to inspection, the Licensee had submitted an application for an Increase of Capacity. The required Fire Safety Inspection Clearance has been received from the local Fire Department and the home has been cleared for up to 14 children.

Operating hours are 7:00am to 5:30pm, Monday through Friday, year around.

At 11:53am, LPA initiated a health and safety inspection of all areas accessible to children. Off-limits areas include the Garage, Daughters' Bedrooms, Master Bedroom. The Assistant acknowledged that children may never enter these off-limit areas.

LPA observed a working phone, fire extinguisher, and functioning smoke and carbon monoxide detectors.

The Assistant stated there are no weapons in the home.

Toxic and hazardous items (detergents, cleaning compounds, medications, sharp utensils, items that could pose a danger to children in care) are properly stored and inaccessible to children.

The fireplace in the home is appropriately barricaded to prevent access by children.

There are no stairs in the home.

Safe toys and play equipment are observed.

The outdoor play space is fenced. There are no bodies of water on the premises.

At 12:33pm, LPA began to review Children’s files and other documentation. A current roster is being maintained. Licensee's fire and disaster drills are conducted and documented. Preventative health training, current pediatric CPR and First Aid certification was verified for the Assistant (expires 3/2023). Mandated Reporter Training (AB 1207) for Licensee/Assistant was also verified.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. LPA also discussed current Covid-19 guidelines.

LPA discussed the safe sleep regulations with licensee and Assistant and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Licensee was encouraged to visit the Department website at http://ccld.ca.gov for child care updates, current forms, legislation and regulation information.



In the areas that were evaluated, there were no deficiencies at this time.

Furthermore, the Capacity increase is approved as of today, 11-5-2021.



The facility is licensed to serve a MAX. CAP(WHEN THERE IS AN ASSISTANT PRESENT): 12 - NO MORE THAN 4 INFANTS. CAP 14 - NO MORE THAN 3 INFANTS. 1 CHILD IN KINDERGARTEN OR ELEMENTARY SCHOOL AND 1 CHILD AT LEAST AGE 6.

At 1:27pm, Exit interview conducted and report was reviewed with the Helper, Shania Remine, and the Licensee, Silva Mango.

A notice of site visit was given and must remain posted for 30 days.
