On Thursday, 03/17/2022, Licensing Program Analysts (LPAs) Jan Hoshida and Amanda Sutter conducted an unannounced annual random inspection for the infant program. LPAs met with Owner Michelle Lucas. Upon arrival, LPAs observed six infants supervised by two staff members.

LPAs and Owner conducted a health and safety inspection inside and outside of the facility. The infant indoor and outdoor activity space is physically separate from the space used by other day care children. Infant furniture and equipment, including cribs, cots/mats, and feeding chairs are sufficient, age appropriate and in good repair. Infant changing table has a padded surface no less than one inch thick, covered with washable vinyl or plastic, and has raised sides at least three inches high. Toys are safe, without sharp points, edges, splinters or small parts that can be pulled off and swallowed. Facility is in compliance with staff infant ratios. Owner stated that if infants are sleeping in the nap area, a staff sits inside the napping area and infants are visual observation at all times.

Feeding plans, Needs and Services plans, and infant sleep logs reviewed for some infants. Sign in/out sheets have full legal signature and record of time of day. Staff utilized as infant teachers have three child development units in infant/toddler care. Firearms and ammunition are not on the premises. Owner acknowledged that storage area for poisons needs to be locked and stated that there are no poisons on site. Disinfectants, hazardous items and medications are inaccessible to children. Fire drills are conducted every month and documented. Rooms are safe and clean. The facility is in compliance with conditions and limitations specified on the license. First Aid/CPR reviewed and in compliance. Emergency information reviewed for some children. Staff records reviewed contain documentation of the educational background, training, and/or experience and, a Health Screening/TB test and immunization records to meet SB 792. The program's operational hours are from Monday through Friday from 7:00 AM to 6:00 PM.

LPAs observed one staff working in program who is not fingerprint eligible or cleared. This is an immediate risk to the child in care. This constitutes an immediate civil penalty of $500.00. Owner stated that Staff #1 will not be working until they obtain their fingerprint eligible clearance.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Licensee was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA provided the Community Care Licensing’s website www.ccld.ca.gov, so the Director can obtain updated licensing information, new regulations and access forms. LPA advised Director of their responsibility to stay current in regards to new regulations. LPA also included the email address for the children's advocacy program to stay current on new laws childcareadvocatesprogram@dss.ca.gov.

LPA Jan Hoshida informed licensee Michelle Lucas that this report dated 03/17/22 documents one Type A citation which shall be posted for 30 consecutive days as there is/are immediate risk(s) to the health, safety, or personal rights of children in care.

Also, LPA Jan Hoshida informed the licensee to provide a copy of this licensing report dated 03/17/22 that documents any Type A citation to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification.

Failure to comply with posting requirements shall result in an immediate civil penalty of $100.

Exit interview conducted and report was reviewed with the licensee Michelle Lucas. A notice of site visit was given and must remain posted for 30 days.
