On April 25, 2024, at 1:00p.m., Licensing Program Analysts (LPAs) Pa Dao Vang and Fabian Schwartz met with Licensee Natalie Garcia for an unannounced inspection to deliver a complaint finding. There were 3 children napping and supervised in the facility. There was also Licensee’s adult child in the home. All adults obtained background clearance. It was alleged Licensee does not allow day care children's parents into the facility and would not provide day care child's parent with parent’s rights form with licensing's information.

During the inspections on 3/25/2024, and 4/25/2024, LPAs made observations, gathered documentation, conducted interviews, and reviewed children’s files. Through the parent and children’s interviews, LPA learned Licensee do not allow parents into the home. The parent interviews stated about picking up and dropping off children at the front door. Licensee stated she was unable to provide a parent’s rights form to a parent, when they asked for it. Licensee stated that she was going to text a photo to the parent but when everything was happening, she was unable to send it.

102419(b) Parents Rights. The Licensee shall post the PUB 394 (8/02), Family Child Care Home Notification of Parents’ Rights Poster in an accessible area in the family child care home at all times children are in care.

Licensee will email all parents the right to enter and inspect the home, when children are in care. License wil forward the email to LPA to clear the POC. License printed several copies of the LIC995 form ready for parents on the parent board. Licensee will move the parent board closer to the door.

Based on interviews and inspections, the preponderance of evidence standard has been met; therefore, the above allegations are substantiated. The Title 22 deficiencies are being cited on LIC 9099-D. An exit interview was conducted with Licensee Natalie Garcia. A notice of site visit and appeal rights are provided to Licensee. Notice of site visit will be posted for 30 consecutive days.
