On Thursday, July 10, 2025, Licensing Program Analysts (LPAs) Payenda Seddiqi and Amanda Sutter met with Director Carrie Nguyen regarding the above allegation. Upon arrival, LPAs observed 23 preschoolers supervised by 5 staff and 20 toddlers supervised by 4 staff.

It was alleged that staff handled a child in a rough manner. LPAs conducted interviews throughout the investigation. Based on evidenced reviewed, the allegation is UNSUBSTANTIATED, meaning that although the allegations may have happened or are valid, there is not a preponderance of evidence to prove it. An exit interview was conducted. Appeal rights were provided. A notice of site visit was provided and shall remain posted for 30 days.
