25 | On 5/23/2023, Licensing Program Analysts (LPA) Amanda Sutter met with Lead Teacher Jacqueline Knight Welch for the purpose of a case management inspection. Director Debbie Jen was not at the center upon arrival, but arrived around 9:45 AM. LPA observed 5 children supervised by 2 staff.
Upon arrival, LPA observed staff 1 (S1) in the playground area supervising 2 children alone. LPA then observed staff 2 (S2) supervising 3 children alone in the infant room. LPA reviewed staff files for S1 and S2 and did not see transcripts in their files. LPA spoke with S1, who stated that they were currently enrolled in college courses and had obtained 3 units in the 2023 Fall semester for a Child Development course. LPA asked S2 if they had any college courses and they said that they did not.
Based on the inspection, one Title 22 Deficiencies have been issued on the attached LIC 809-D. The licensee was informed that this report dated 5/23/2023 documents one Type A citation which shall be posted for 30 consecutive days. The licensee shall also provide a copy of this licensing report to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification. Licensee has been provided with appeal rights. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the director Debbie Jen.
