On 5/26/2026, Licensing Program Analysts (LPAs) Pa Dao Vang and Mandie Goodwin met with Director, Kelce Cobbs, for the purpose of an unannounced complaint inspection regarding the above allegation, which is that the staff do not maintain complete and current records for day care children. The complaint report was submitted to the regional office on 5/22/2026. Upon arrival, LPAs observed 6 children supervised by 2 staff members at nap time.

During today’s inspection, LPAs conducted an inspection, made observations, and conducted an interview. LPAs also reviewed children’s files with all the required documents. LPAs also observed the sign-in and out app with all the children currently enrolled. LPAs observed a list of logged daily activities throughout the days for each child for parents to view electronically. LPAs observed staff members guiding children to rest on their nap mats. LPAs also observed staff feeding a child.

Based on the investigation, there are no concerns regarding the above allegation. In all the areas inspected during the investigation, LPAs observed no violations. LPAs did not learn of any violations from the interview.

Therefore, although the alleged violation may have happened or are valid, the preponderance of evidence standard has not been met to fully prove or disprove that they did or did not occur, therefore it is unsubstantiated. There is no deficiency issued today. An exit interview was conducted, a notice of site visit, and appeal rights were provided to Director, Kelce Cobbs. Notice of site visit will be posted for 30 consecutive days.
