On 5/6/2026, Licensing Program Analysts (LPAs) Pa Dao Vang and Amanda Sutter met with facility representative, Rebecca Foster, for the purpose of an unannounced complaint inspection regarding the above allegations, which is that the facility staff's behavior poses a risk to the daycare children, that staff allowed a daycare child to access a harmful material, and that staff did not provide adequate supervision. The complaint report was submitted to the regional office on 3/18/2026. Upon arrival, there were 23 children supervised by two staff members.

On 3/19/2026 and today, LPA Vang conducted inspections, made observations, reviewed files, gathered documentation, and conducted interviews. LPAs observed children interacting with staff outdoors and duirng the transition from inside and during meal services. Based on the staff, parents, and children’s interviews, there are no concerns regarding the above allegations. In all the areas inspected during the investigation, LPA observed no violations. LPA did not learn of any violations from the interviews.

Therefore, although the alleged violation may have happened or are valid, the preponderance of evidence standard has not been met to fully prove or disprove that they did or did not occur, therefore it is unsubstantiated. There is no deficiency issued today. An exit interview was conducted, a notice of site visit, and appeal rights were provided to representative, Rebecca Foster. Notice of site visit will be posted for 30 consecutive days.
