Licensing Program Analyst (LPA) Gagandeep Singh met with the owner, Liz Donkor, for an annual inspection. Purpose of the inspection was explained. During the inspection, there are school age children present. Facility operate day care from Monday to Friday between 6:30 AM to 6 PM.

With owner, LPA inspected the day care classrooms and play yard. Facility has smoke detector, carbon monoxide detector, fully charged fire extinguisher and working telephone at the site. All of the cleaning solutions, poisons and other chemicals that are dangerous to the children are stored inaccessible to the children. Facility has age appropriate furniture. Furniture is steady and in good repair. LPA observed the bathrooms, toilets and sinks are in good repair and operating. All storage containers for solid waste and in good repair and have proper tight-fitted lid on top. All unused electrical outlets have child protective covers installed. Play yard is free of hazards. All of the play structures are steady, in good repair and free of any loose parts. There is sufficient amount of wood chips under the play structures to prevent any fall injuries. There is shaded area with benches available in the play yard for the children. Per owner, facility staff brings drinking water with them, while children use the play yard.

During inspection, LPA reviewed the facility records. LPA observed facility has all of the required documents posted and are visible for public. LPA reviewed staff's files. LPA observed multiple staff members have record of valid CPR card in file. LPA reviewed the educational qualification of all the teachers. Facility is aware that all staff is required to complete Mandated Reporter Training every two years. The training can be obtained online at www.mandatedreporterca.com. LPA observed the completion certificates on file. Facility has fire drill log. Per log, the last drill was conducted on August 30, 2022.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. All Child Care Centers (CCCs) that are located in buildings constructed before January 1, 2010 must have their drinking water tested for lead and post the results by January 1, 2023 and every 5 years after the date of the initial test. For a license issued on or after July 1, 2022, the CCC must have its water tested and post the results within 180 days of licensure. The facility has drinking water tested on July 07, 2022 and it was found that there was 10 ppb of lead.

Based on results of a test conduct on a faucet on July 07, 2022 indicated 10 ppb in the faucet water, which exceed 5.5 ppb requirement. This is a potential risk to the health and safety of children in care if not corrected.
