This is an amended report on 5/20/2026.
On 5/14/2026, Licensing Program Analyst (LPA) Pa Dao Vang met with Director Maria Salgado for the purpose of an unannounced complaint inspection regarding the above allegations of faacility operating out of ratio and uses another classroom not assigned to infants.The complaint report was submitted to the regional office on 3/23/2026. Upon arrival, LPA observed 21 children supervised by 9 staff members.

On 3/25/2026 and today, LPA Vang conducted inspections, made observations, gathered documentation, and conducted interviews. LPA observed children interacting with staff indoors activities during nap time and staff transitioning children from one environment another. LPA also observed infants sleeping in the crib and supervised by staff members. LPA also observed staff members communicating with parents. Based on the staff, parents, and children’s interviews, there are no concerns regarding the above allegations. In all the areas inspected during the investigation, LPA observed no violations. Therefore, although the alleged violations may have happened or are valid, the preponderance of evidence standard has not been met to fully prove or disprove that they did or did not occur, therefore it is unsubstantiated. There is no deficiency issued today. An exit interview was conducted, a notice of site visit, and appeal rights were provided to Director Maria Salgado. Notice of site visit will be posted for 30 consecutive days.
