13 | On 03/23/2023 at approximately1:50PM , Licensing Program Analyst (LPA) Arianna Manabat met with Director Mornen Haymer to deliver complaint findings for the allegation mentioned above. LPA observed 14 children in care being supervised by 3 staff.
It was alleged that a child sustained injuries to their lip as a result of a staff handling the child in a rough manner. Through interviews with staff members, Reporting Party, Director, and parents, LPA Manabat found that children are being redirected by staff members. During the investigation, LPA did find one child with an injury to their lip but LPA did not observe broken skin, discoloration, or any indication of a mark.
Through observations, interviews with the Director, staff members, parents, and the Reporting Party (RP), and record review, LPA Manabat has determined the complaint to be UNSUBSTANTIATED, meaning that although the allegations may have happened or is valid, there is not a preponderance of evidence to prove it. ...
