On 03/23/2023 at approximately1:50PM , Licensing Program Analyst (LPA) Arianna Manabat met with Director Mornen Haymer to deliver complaint findings for the allegation mentioned above. LPA observed 14 children in care being supervised by 3 staff.

It was alleged that a child sustained injuries to their lip as a result of a staff handling the child in a rough manner. Through interviews with staff members, Reporting Party, Director, and parents, LPA Manabat found that children are being redirected by staff members. During the investigation, LPA did find one child with an injury to their lip but LPA did not observe broken skin, discoloration, or any indication of a mark.

Through observations, interviews with the Director, staff members, parents, and the Reporting Party (RP), and record review, LPA Manabat has determined the complaint to be UNSUBSTANTIATED, meaning that although the allegations may have happened or is valid, there is not a preponderance of evidence to prove it. ... Although LPA had found that a child's bottom lip had evidence of the first layer of skin peeled, LPA did not have enough evidence to suggest that the injury occurred at the facility or that the lip was a result of an injury to the child. An exit interview was conducted and a Notice of site visit and appeal rights were assessed. The Notice of site visit shall remain posted for 30 days for guardian/parental review.
