Licensing Program Analyst Erwina Pascual-Golamco (LPA) met with Director, Mornen Haymer, to deliver findings. Throughout the course of the investigation, LPA toured the facility, observed staff provide care to children, reviewed documentation, and conducted interviews. LPA interviews, witness statements, and documentation corroborated the allegation that staff speak inappropriately to children and staff handle children roughly. The preponderance of evidence standard has been met, and the allegation is SUBSTANTIATED.
A Type A Title 22 Deficiency is issued on the attached LIC 9099-D page. Director shall provide a copy of this licensing report to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. Exit interview was conducted with Director, appeal rights were provided, and A notice of site visit was given to Director, who will post it where visible to parents/guardians for 30 days. A signed Acknowledgement of Receipt of the Licensing Report (LIC 9224) must be placed in the child's file for verification.

Director stated she will conduct training to all staff regarding personal rights. Director will email agenda with date of training to LPM Pascual-Golamco by 6PM POC due date and will email documentation of training including staff signatures and materials, no more than 2 days after scheduled training.

Licensing Program Analyst Erwina Pascual-Golamco (LPA) met with Director, Mornen Haymer, to deliver findings. Throughout the course of the investigation, LPA toured the facility, observed staff provide care to children, reviewed documentation, and conducted interviews. LPA interviews, witness statements, and documentation revealed that staff supervise children by lining them up during transition, use their name to face sheets, and sign them in and out in their SproutAbout App. Aside from potty training, staff check diapers/pull ups in the morning as children come in, change their diapers/pull ups every 1.5 hours to 2 hours, or as necessary. Staff document potty use, and diaper changes on their App, SproutAbout. Witness and interview statements, LPA observation, and facility documentation failed to corroborate the allegation that staff are not changing children timely, and children are left without supervision. Although the alleged violation may have happened or are valid, the preponderance of evidence standard has not been met to fully prove or disprove that it did or did not occur, therefore, it is UNSUBSTANTIATED.
