Licensing Program Analyst (LPA) Michelle Pascual met with Director Susan Perkins on July 12th, 2022 approximately at 2:00 PM to deliver complaint finding for the allegation mentioned above. Upon arrival LPA witnessed 23 children and 02 teachers.

It was alleged that the facility is not sanitizing nor shutting down classrooms when a positive case of COVID was confirmed. LPA explained that classrooms are not required to close per the California Department of Public Health and the Center for Disease Control. Further, LPA found that the teachers and staff as well as the Director do clean and sanitize daily as well as nightly while ensuring that their staff attends a sanitation training before hire. LPA also viewed and obtained the illness policies to review the center’s procedures for their children in care.

Based on the information obtained the allegation is determined to be unsubstantiated, meaning that although the allegation may have happened or is valid, there is not a preponderance of evidence to prove it.

A notice of site visit was provided and will be posted for 30 days.

On July 12th, 2022 at 2:00PM, LPA Pascual met with Facility Representative to deliver complaint findings for the allegation above. Upon arrival, LPA observed 28 students in care and two staff.

Reporting Party alleged that a child was left unsupervised while the classroom of children, including staff went outside for recess. It was reported that the class was outside for approximately 30 minutes while a napping child was left inside. Furthermore, it was reported that a teacher did not count in or count out the amount of children as they were released for outside time. LPA interviewed the Director and through admission it was confirmed that the facility was aware of a child being left alone, napping and unsupervised. Moreover, LPA interviewed the child that was left alone and it was confirmed that the child was left alone and had to be awoken when the class came back inside from recess.

Based on interviews with staff and records review the allegation of lack of supervision is substantiated.

Upon receipt, Facility Representative shall post and provide copies of this licensing report to parents/ guardians of children who are currently enrolled as well as parents/ guardians of children newly enrolled at the facility during the next 12 months. Parents/guardians must acknowledge receipt of this report and citation by signing a LIC9224, “ACKNOWLEDGEMENT OF RECEIPT OF LICENSING REPORTS”. A copy of this form should be placed in each child file upon receipt from parent.

LPA discussed this report with facility representative and conducted an exit interview. LPA also provided appeal rights. Notice of site visit posted.

Facility Representative has conducted a staff meeting with the entire facility, explaining the importance of counting children in and out when they transition from room to room and/or outside. This is to ensure an absence of supervision will not occur again.

This requirement was not evidenced by the admission of the Director, teachers and children who witnessed a child left alone, inside the classroom, napping, while the children and staff were outside.
