At approximately 9:00AM on September 16th, 2022 Licensing Program Analysts (LPAs) Mandie Goodwin and Karyn Guerra met with Director Vanessa Silva for the purpose of an unannounced 1 year required inspection. Operating hours of the facility are from 7:00 a.m.-5:30 p.m., Monday thru Friday. Director guided LPAs on a tour of the facility, at which time a census of six infant children supervised by two staff was observed.

LPAs observed that each child had a Needs and Services plan. LPAs observed an Individual Infant Sleeping Plan (LIC9227) for each child under 12 months of age. LPAs observed documentation that sleep checks were being conducted by staff every 15 minutes for all children under two years. Bottles and baby food were kept in refrigerators inside the classrooms and were properly labeled with the child's name and date. All furnishings were in good condition. Infant diaper changing area is clean. Changing table was observed to be greater than arm’s reach away from sink, technical advisory was conducted. There is a mat for the changing table with a vinyl surface that is at least 1 inch thick and has raised sides. Toys are appropriate size with no small parts for the safety of the infants.



The infant classrooms appeared clean including the carpets and floor. Chemicals and cleaning materials were kept inaccessible to children. Playground equipment and surfaces were inspected and are in good condition with enough resilient material under climbing structures to absorb a fall. There are no firearms or bodies of water on the premises and the facility has at least one functioning smoke and carbon monoxide detector. LPAs observed the appropriate postings were visible to parents and children were signed in and out of the center.

Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. Continued on 809-C...

All present staff files were reviewed. LPAs reviewed staff transcripts and observed all staff being utilized as teachers were qualified. LPAs observed a current Mandated Reporter certificate for each staff, and director was reminded the certificate must be renewed every two years. LPAs observed proof of immunizations for the staff and all required documentation was present in the files. At least one staff had a current Pediatric CPR and First Aid certification. LPAs observed a sample of children's files and observed required documentation.

LPAs discussed the safe sleep regulations with Facility Representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPAs also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

All Child Care Centers (CCCs) that are located in buildings constructed before January 1, 2010 must have their drinking water tested for lead and post the results by January 1, 2023 and every 5 years after the date of the initial test. For a license issued on or after July 1, 2022, the CCC must have its water tested and post the results within 180 days of licensure.

This facility provides Incidental Medical Services – IMS. LPAs reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Facility Representative was encouraged to the visit the Department's website at WWW.CCLD.CA.GOV for information regarding child care updates, PINs, forms, regulations and legislation pertaining to child care centers. No citations were issued based on today’s inspection. Exit interview was conducted and report was reviewed with the Facility Representative. A notice of site visit was given and must remain posted for 30 days.
