On 01/11/2024 at approximately 9:00am, Centralized Application Bureau (CAB) Licensing Program Analyst (LPA) Arianna Manabat and LPA Dao Vang met with Director Yvette Pimentel for the purpose of adding Toddler Option component to the preschool license case management inspection. Licensee requests to add 12 toddler children ages 18-36 months to the preschool license with a total capacity of 36 (24 preschool children and 12 toddler option children). The fire clearance was received and granted on 01/03/2024 for 48 children, 12 toddlers ages 18-36 months and 24 preschool children ages 2 to entry into first grade. The program operates Monday through Friday from 7:30 AM to 5:30 PM.

INDOOR ACTIVITY SPACE:
There is one buildings on site that are used by the facility. The toddler classroom will be located in room #3 (monkeys) and the preschool classroom is located in Room #4 (penguins). CAB LPA observed a sufficient amount of equipment, toys, tables, chairs, nap mats, and cubbies. There are no changes to the facility's indoor and outdoor space; therefore, CAB LPA used measurements from report dated 04/20/2022. The total indoor space for the preschool measures: 852.822 square feet. The total indoor space for the toddler room, room#3, is 464.7494 which will accommodate Licensee’s request for 24 preschool children and 12 toddlers in the toddler option program. There are two separate restrooms but the toddler and preschool will use both. The Director was notified that a shared bathroom waiver will need to be requested.

Within the toddler room there are two sinks. Separate, from the toddler room, there are two restrooms located in the hallway of the facility. One restroom, adjacent to the toddler room, has 2 sinks and 2 toilets. The other restroom has two sinks, one urinal, and one toilet. The Director is looking to add in an additional toilet to the restroom with a urinal. LPA will collect proof of installation after the case management visit. Furthermore, there is also a sink located inside of the preschool room. The Director was notified that one of the toilets takes about a minute to flush entirely and the Director stated that it will fixed. There is a private restroom for staff located on site.

OUTDOOR ACTIVITY SPACE:
There is one preschool outdoor area on the property. The Facility Representative stated the toddler option children will be sharing the outdoor activity space. Facility Representative was advised to submit a shared outdoor waiver request with a rotating schedule of the times when each group of children will be utilizing the outdoor space. The outdoor play area is fenced with a metal fence that is at least four feet tall. CAB LPA observed a sufficient amount of equipment and toys available for use.

There is a play structure that does not have a age label on it. Facility Representative was reminded to follow the safety label found on the structural website and ensure that staff will provide supervision to children. It is important that the staff and Director follow manufacturer guidelines.

Facility Representative stated there are no firearms, weapons, or bodies of water on the facility premises. There are shaded areas supplied by trees, sides of buildings, and overhangs. There are no changes to the outdoor activity space; therefore, CAB LPA did not take measurements. CAB LPA used measurements from report dated 4/20/2022. The outdoor play area contains a total of 2512.568 square feet, which will accommodate Licensee’s request for 24 preschool children and 12 toddler children.

Licensee Representative was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.

Prior to issuing a license, the following conditions must be submitted:

1. Shared outdoor waiver request for the toddler option children to share the preschool play yard.
2. LIC 200A revised to reflect 24 preschoolers and 12 toddlers.
3. A revised fire clearance to reflect the accurate numbers for 12 toddlers and 24 preschoolers.
4. Proof of additional toilet installation in the restroom with the urinal.
5. Pending Licensing Program Manager's final review.
