Application Specialist (AS) Mai Lor and Licensing Program Analyst (LPA) Michelle Pascual met with Applicant Scott Edmiston and Director Beverley Scott for the purpose of an announced pre-licensing change of ownership inspection. This is a change of ownership from Growing Brilliant (#343621906). Applicant request a school-age license to serve 24 school-age children enrolled in Kindergarten and above. The program will operate Monday through Friday from 7:30 AM to 5:30 PM. The fire clearance was granted on 01/05/2022.

Applicant acknowledges that the following documents must be posted at all times: License, Emergency Disaster Plan, Personal Rights, Parents' Rights Poster, Effects of Lead Exposure, car seat poster, menus, and daily schedule. AS and LPA provided and discussed LIC311A and the forms that must be in each child's and each staff member's file. The facility will provide lunch and AM/PM snacks.

INDOOR ACTIVITY SPACE:

There is one school-age classroom. AS and LPA observed sufficient amount of equipment, toys, tables, and cubbies and hooks. There is a kitchen to support the food service equipped with a stove and refrigerator. There is a first aid kit in each classroom. Applicant stated medications will stored in the classrooms. Applicant stated there are no firearms or weapon on the premises. Applicant stated indoor and outdoor drinking water is provided via water cooler or water pitcher with individualized water bottles. AS and LPA observed carbon monoxide detectors throughout the facility. AS and LPA observed an electronic sign-in/sign-out system.

AS and LPA measured the classroom space. The total classroom space contains a total of 848.0413 square feet, which will accommodate the requested capacity for 24 school-age children. There is a total of 11 toilets and 16 sinks available for children to use in the facility, which two private bathrooms with two toilets and two sinks are designated for school-age children. There is a separate private restroom for the staff. Children who become ill during the day will be isolated in the office and will use the staff restroom, if necessary.

OUTDOOR ACTIVITY SPACE:

There is an outdoor activity space for preschool. The outdoor play area is surrounded by a fence that is at least four feet tall. The preschool yard is separated from the infant play yard by a wrought iron fence. There is one climbing structure that is designated for ages 2-5 years old. AS and LPA observed artificial grass used as cushioned under climbing structure. Applicant was reminded that children are to use age appropriate toys and equipment. AS and LPA observed sufficient amount of age appropriate equipment and toys. There are shaded areas supplied by trees and shade structure.

AS and LPA measured the outdoor space. The outdoor play area contains a total of 6551.168 square feet, which will not accommodate Applicant's requested capacity of 24 school-age children. The Applicant is requesting for a waiver to share the preschool playground.

AS discussed the following: 100% supervision is required at all times; personal rights; inspection authority; reporting requirements; staff to children ratios and capacity; staff qualifications; and maintaining buildings and grounds. AS discussed with Applicant any changes that may occur regarding the director or an employee acting in the director's absence must be reported to department within 10 working days.

Prior to this inspection, AS emailed Effects of Lead Exposure brochure and Provider Notice Information (PIN) 21-21 (Release of the Written Directives for Lead Testing of Water in Licensed Child Care Centers per AB 2370). AS and LPA reviewed lead testing requirement and COVID-19 technical assistance with the applicant.

This facility plans to provide Incidental Medical Services - IMS. For IMS information, see Evaluator Manuel - Regulation Interpretations and Procedures for Child Care Centers Section 101173 and 101226. Licensee was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.
