Licensing Program Analysts (LPA's) Owens and McClain met with Director/Owner, Kaneesha Singh for the purpose of an announced pre licensing inspection. Applicant requests a preschool license to serve 20 preschool children from age two to entry into First Grade. The program will operate Monday through Friday from 6:30 AM to 6:00 PM. The fire clearance was approved on August 24, 2022.

Director acknowledges that the following documents must be posted at all times: License, Emergency Disaster Plan, Personal Rights, Parents' Rights Poster, car seat law, Effects of Lead Exposure brochure, menus, and daily schedule. LPA discussed the forms that must be in each child's and each staff member's file. The facility will provide snacks and lunches will be provided by parents.

INDOOR ACTIVITY SPACE:
There is one preschool classroom: LPA's observed a sufficient amount of cubbies, tables, chairs, napping cots, equipment, and toys. There is a first aid kit in the classroom. LPA's observed cleaning disinfectants are appropriately stored and inaccessible to children. Director stated medications will be stored in the office in a locked cabinet. Director stated there are no poisons or firearms on the premises. Director stated there will be water cooler / igloo and cups in the classroom. LPA's observed functional carbon monoxide detector on the premises. Director stated the facility will use an electronic sign-in/sign-out system that is located in the lobby.

The classroom was measured. The classroom space contains a total of 690.57 square feet, which accommodates the request for 20 preschool children. There are 2 toilets and 2 pottie training chairs and 2 sinks for the children, and one separate private restroom for the staff. Individual measurements are recorded on the Capacity Worksheet (LIC 9024). Children who become ill during the day will be isolated in the office and will use the staff restroom, if necessary. OUTDOOR ACTIVITY SPACE:
There is one outdoor play area for children: The playground area will be shared with infant children. There is a shared playground waiver on file. The two groups of children will not be on the playground at the same time. The play space is surrounded by a wrought iron fence with brick that is at least four feet tall. LPA's observed a sufficient amount of equipment and toys. There are shaded areas supplied by building overhangs. Director acknowledges staff must ensure children use age-appropriate equipment at all times.

The outdoor activity space was measured. The outdoor play area contains a total of 1,133.32 square feet, which only accommodates 15 preschool children. Only 15 preschoolers can be on the playground at any given time. There is a schedule on file that will be followed. Individual measurements are recorded on the Capacity Worksheet (LIC 9024).

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department.

LPA discussed the following: 100% supervision is required at all times, including in the bathroom; personal rights; criminal record clearances; inspection authority; reporting requirements; staff to children ratios and capacity; staff qualifications; and maintaining buildings and grounds.

LPA discussed with Applicant any changes that may occur regarding the directors or an employee acting in the director's absence must be reported to department within 10 working days.

This facility evaluation report was reviewed and discussed with Director. Director was encouraged to the visit the Department's website at WWW.CDSS.CA.GOV for information regarding child care updates, forms, regulations and legislation pertaining to child care centers.

LPA provided the Child Care Advocates Program email address: childcareadvocatesprogram@dss.ca.gov, so the licensee can request to be added to the distribution list to receive Quarterly Updates.
