13 | On Monday, December 4, 2023, Licensing Program Analysts (LPAs) Mandie Goodwin and Katrina Owens met with Director, Kaneesha Singh for the purpose of a complaint inspection to deliver findings. Upon arrival, LPAs observed 14 children supervised by 4 staff between 2 classrooms. It was alleged that a staff member (S1), touched a child inappropriately. Specifically, it was alleged that a teacher tickled a child to get them to move from stepping on the teacher's lap.
Throughout the course of the investigation, LPAs conducted interviews with staff, clients, and children in care, and made observations in the classroom. Interviews revealed that staff members are very rarely left alone with children and typically there are multiple staff members in the room. Interviews also revealed that children are tickled sometimes, however there was not a preponderance of evidence to support that the tickling is inappropriate or that children are uncomfortable.
