On April 16th, 2024 Licensing Program Analyst (LPA) Mandie Goodwin met with Licensee Rajannae Matthews, for the purpose of an unannounced required inspection. Also in the home was one other adult. All individuals subject to criminal background review have obtained a criminal record clearance. LPA observed there were three daycare children including 1 infant during inspection. Facility days and hours of operation are Monday-Friday 8-5:30. During inspection LPA also conducted a Licensee initiated case management inspection. Licensee has requested to increase from a small family childcare to a large family childcare.

A health and safety inspection was conducted in all areas accessible to children. Off-limits areas will include the entire upstairs, utility closet, and garage. Licensee acknowledges that she must contact Community Care Licensing prior to making an off-limit area on-limits and vice versa. A fire clearance was granted on 4/8/24 for the on limits areas.

LPA discussed CCR 102416.5 (d) which discusses the required ratios and capacity for a Large Family Child Care. Licensee understands that children under 10years old that live in the home count towards total capacity. LPA discussed personnel records needed for adult and minor assistants.

LPA observed the required postings, a fully charged fire extinguisher, and functional smoke and carbon monoxide detectors. Per Licensee, there are no weapons in the home. No bodies of water were observed today. Toxic and hazardous items are inaccessible to children. Outdoor play space is fenced and in good repair.

LPA reviewed two children’s files, which were observed to be complete. LPA observed an individual crib for infants under 24 months and tight fitted sheets covering the mat.

A current children’s roster was observed. Licensee has record of conducting fire drills at least every six months. Per record, last drill was conducted on 3/8/24. LPA provided and reviewed the Family Child Care Home Entrance Checklist. LPA discussed the requirement of renewing CPR and mandated reporter training every 2 years. Licensee’s CPR is current and expires 3/2/26. Mandated Reporter expires 3/12/26.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the Licensee, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. During today’s inspection, no deficiencies were observed.

A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the licensee Rajannae Matthews.

Effective today, April 16th 2024, Licensee’s request for a Large Family Child Care License is approved. Licensee can now provide care for 12 children (when there is an assistant present) with no more than 4 infants or capacity of 14 children when 1 child in T-K or elementary school and 1 child at least age 6 and a maximum of 3 infants. Infants are children under the age of two years. Licensee understands that when there is no assistant present, ratios of a small capacity must be adhered to.
