On Friday, January 9, 2026, Licensing Program Analysts (LPA) Lea Habtom met with Licensee, Rajannae Matthews, to close a complaint investigation for the above allegation. There were no daycare children present during the inspection. There were two female adults in the home during the inspection. All staff present today have fingerprint clearances and associations.

During the investigation, LPA Habtom conducted interviews and observations regarding the allegation that the licensee allowed an uncleared adult to reside in the home. Due to limited information, LPA Habtom was unable to contact the reporting party. Staff, parent and licensee interviews revealed that no other individuals other than the licensee were seen in the licensed family child care home. LPA Habtom was unable to gather enough information to validate or invalidate the allegation an uncleared adult resided in the home therefore the outcome is UNSUBSTANTIATED. Although the allegations may have happened or is valid, there is not a preponderance of evidence to prove the allegations did or did not occur.

No Title 22 regulations were cited during today’s inspection. This report was reviewed with licensee, Rajannae Williams. A notice of site visit was provided to be posted for 30 days. Appeal rights provided.
