Licensing Program Analyst (LPA) Loraine Perez met with Licensee, Andrea Zarahi Garcia (Licensee) at 11:45 AM, for the purpose of conducting an unannounced open and close, complaint investigation inspection. The purpose of today's inspection was explained to the Licensee. Upon arrival, LPA observed 4 infants and 8 preschoolers in care with three adults provideing care and supervision.
LPA conducted observation, record review, and interviews related to the allegation that the licensee was operating out of ratio on 11/25/2025 by providing care for 14 children, none of whom were school aged. Through record review and interview with licensee, LPA confirmed that 14 children were in care on that date, consisting of 6 infants and 8 preschool children. This does not meet the ratio requirements as stated in Title 22 regulations.
The preponderance of evidence standard has been met. Therefore, the above allegation is SUBSTANTIATED. Continued report on 9099C. |
