13 | On Tuesday 16 September 2025, at approximately 2:30pm, Licensing Program Analysts (LPAs) Fabian Schwartz and Payenda Seddiqi met with Licensee Terri Knapp to open a complaint investigation. Upon Arrival, LPAs observed Licensee and assistant supervising 6 preschool children, 1 of which was an infant.
The complainant alleged that Licensee is not ensuring that day care children are a provided safe environment while in care.
During the course of the investigation, LPAs interviewed licensee and made observations of the facility's physical environment. LPAs observed physical environment to be safe for children in care and was free from hazardous items.
Based on the information gathered, there is not a preponderance of evidence to prove the allegation above, therefore, the allegation is determined to be UNSUBSTANTIATED, meaning that although the allegation may have occurred or is credible, there is not enough evidence to prove a violation of regulations.
