On Thursday, June 20, 2024, Licensing Program Analyst (LPA) Amanda Sutter met with Licensee, Bruna Gorrichategui, for the purpose of an unannounced annual inspection. Upon arrival, LPA observed licensee’s two assistants supervising 12 children. Licensee was not at the facility. LPA spoke with licensee who stated she was at an appointment. Licensee arrived at the facility around 1:00 PM. All individuals subject to criminal background review have obtained a criminal record clearance. LPA observed proper ratio and capacity was being followed. Facility hours of operation are Monday through Friday, 7:30 AM to 5:30 PM.

A health and safety evaluation was conducted in all areas accessible to children. Off-limit areas include: master bedroom and bathroom. Licensee acknowledged that children may never enter these off-limit areas. LPA observed that the facility is clean, safe, sanitary, and in good repair. LPA observed a functioning smoke detector, carbon monoxide detector, and a full 2A10BC fire extinguisher. The facility has adequate toys that appear to be safe for children to use. The licensee stated there are no weapons in the home. The backyard is fenced.

LPA observed one jug of insect killer on the ground in the licensee’s backyard by the back side of the house, and three other jugs on the right-hand side of the backyard by the patio area. Licensee stated that she does not have a shed or place where she can put the insect killed behind lock and key, and LPA observed that she disposed of the insecticide. LPA observed laundry detergent and bleach on top of the washing machine, which is located in a closet in the children’s play area. LPA observed some residue where a child lock had held the closet closed. Licensee stated that it had fallen off due to use.

During the inspection, LPA observed five children napping in cribs with blankets. LPA observed licensee to remove the blankets during the inspection.

LPA reviewed six children’s files which were observed to be complete. Required postings and the children’s roster were observed. LPA observed infant sleep plan (LIC 9227) and 15-minute observation checks for napping infants. The facility has record of conducting fire drills at least every 6 months. The last fire drill was conducted 3/1/2024. Licensee’s CPR/First Aid card expires 12/2025. Licensee’s assistant, who was present at the facility while Licensee was away, is also CPR/First Aid certified. Licensee’s Mandated Reporter certificate expires 6/17/2026. Licensee understands that trainings must be completed every two years.

LPA verified that the annual fees are current. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep web page at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Based on the inspection, two Title 22 Deficiencies have been issued on the attached LIC 809-D. The licensee was informed that this report dated 6/20/2024 documents two Type A citation which shall be posted for 30 consecutive days. The licensee shall also provide a copy of this licensing report to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification. Licensee has been provided with appeal rights. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the licensee Bruna Gorrichategui. During the exit interview, the Licensee Bruna Gorrichategui, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. Appeal Rights were provided.
