Licensing Program Analyst (LPA) Amanda Sutter and Application Specialist (AS) Mai Lor met with Director Jamie Tulba for the purpose of an announced pre-licensing inspection. Present during this inspection was Divisional Vice President of Operations, Brian Heath. Applicant requests a preschool license to serve 154 preschool children from age two to entry into first grade. The program will operate Monday through Friday from 7:00 AM to 6:00 PM. The fire clearance was granted on September 6, 2022.

Applicant acknowledges that the following documents must be posted at all times: License, Emergency Disaster Plan, Personal Rights, Parents' Rights Poster, Effects of Lead Exposure, car seat poster, menus, and daily schedule. LPA and AS provided and discussed LIC311A and the forms that must be in each child's and each staff member's file. The facility will provide morning and afternoon snack.

INDOOR ACTIVITY SPACE:
There are eight preschool classrooms: 2 y/o 1, 2 y/o 2, 2 y/o 3, Preschool 1, Preschool 2, Preschool 3, KPrep 1, and KPrep 2. LPA observed a sufficient number of tables, chairs, cubbies, and napping cots for 154 preschool children. LPA observed a variety of age-appropriate toys and equipment. There is a first aid kit above the sink in each of the classrooms. Medications will be stored in the office in a locked box or in backpacks in the classroom, on a hook out of reach of children. Director stated that cleaning disinfectants will be stored out of reach of children. Applicant stated there are no poisons or firearms on the premises. Director stated that the facility will use paper cups and personal water bottles for water in the classroom. LPA and AS observed a functional carbon monoxide detector in three classrooms. Director stated the facility will use tablets for an electronic sign-in/sign-out system in each classroom.

AS measured eight classrooms. The total classroom space contains a total of 5583.14 square feet, which accommodates Applicant's request for 154 preschool children. There are 14 toilets and 46 sinks for the children, and four separate private restrooms for the staff. Individual measurements are recorded on the Capacity Worksheet (LIC 9024). Children who become ill during the day will be isolated in the office area and will use the staff restroom, if necessary.

OUTDOOR ACTIVITY SPACE:
LPA and AS observed the outdoor area for preschool children to be under construction. The preschool outdoor space was not measured. There are two outdoor activity area (playground #1 and playground #2) for infants. However, playground #1 is under construction. Director stated that she intends to request a shared space waiver to use the infant outdoor activity area (playground #2) until the preschool outdoor play area is completed. The outdoor play area is fenced with a wrought iron fence that is at least four feet tall. LPA and AS observed a variety of age-appropriate outdoor toys and equipment. There are no bodies of water on the premises. There are shaded areas supplied by building overhangs.

LPA and AS measured the outdoor activity area. Playground #1 contains a total of 833.95 square feet. Playground #2 contains a total of 4113.74 square feet. The total outdoor activity area contains a total of 4947.69 square feet. However, with playground #1 under construction, playground #2 can only accommodate a maximum of 54 preschool children. LPA and AS advised the facility to submit an insufficient waiver request with a rotating schedule of a maximum of 54 preschool children at any given time. Individual measurements are recorded on the Capacity Worksheet (LIC 9024).

The facility's Plan of Operation is located in the preschool file. Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department.

LPA discussed the following: 100% supervision is required at all times, including in the bathroom; personal rights; inspection authority; reporting requirements; staff to children ratios and capacity; staff qualifications; and maintaining buildings and grounds. LPA discussed with Applicant any changes that may occur regarding the director or an employee acting in the director's absence must be reported to department within 10 working days.

This facility evaluation report was reviewed and discussed with Applicant. Applicant was encouraged to the visit the Department's website at WWW.CDSS.CA.GOV for information regarding child care updates, forms, regulations and legislation pertaining to child care centers.

The following items are required before a license will be issued:

1. Licensing Program Manager’s final file review.

2. Waiver request for insufficient outdoor space with a rotating schedule.

3. Waiver request for shared outdoor space.

4. Revised fire clearance for a capacity of 108 preschool children.
