Licensing Program Analyst (LPA) Christopher Bello met with Operations Manager Heather Lundershausen to continue and close a complaint investigation, regarding the above allegation. Upon arrival, LPA observed 33 Children. LPA made observations, gathered documents pertaining to the investigation and conducted interviews.
It was alleged that staff did not change a daycare child’s diaper, sending him home a bad blowout of feces. One out of five parent interviews corroborated the allegation. Documentation received during investigation corroborated the allegation.
Director/Owner Shana stated that they do know what happened or if it actually occurred at the facility or not. They check diapers often, are overstaffed and would not have sent a child home with a dirty diaper.
Based on LPAs' investigation, the preponderance of evidence standard has been met, therefore, the above allegations are found to be SUBSTANTIATED.
Title 22 deficiencies are cited on the subsequent page of this report. Appeal Rights were provided. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the Operations Manager Heather Lundershausen.

Licensing Program Analyst (LPA) Christopher Bello met with Operations Manager Heather Lundershausen to continue and close a complaint investigation, regarding the above allegations. Upon arrival, LPA observed 33 Children. LPA made observations, gathered documents pertaining to the investigation and conducted interviews. It was alleged that did not prevent daycare children from harming one another. It was alleged that staff called a child a name that was inappropriate. It was also alleged that a staff hit a daycare child. Staff, children and parent interviews did not corroborate the allegations.
Owner/Director Shana Nijjar stated that they would never ever hit a child and that the facility is always over staffed just to try to prevent anything from happening at the facility. Based on LPA investigation although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is Unsubstantiated.

Shana stated that they will speak to staff to check diapers to check pickup. They will have a staff meeting and will submit a document outlying the meeting and who attended to LPA by POC date 8/9/24.
