Licensing Program Analyst (LPA) Alize Tillery met with applicants - License Rep Blithe Raines and Director Bianca Miraflores for the purpose of an announced pre-licensing, change of component inspection. Applicants placed Art Beast Studio SA (#343623645) on an inactive status. Applicant requests a preschool license to serve 30 preschool children from ages 2 to 6 years old. During today’s visit no children were present. The program will operate Monday through Friday from 7:30 AM to 5:30 PM. The fire clearance was granted on 09/27/2022.

LPA reviewed with applicant the LIC 311A, Records To Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted. Applicant acknowledges that the following documents must be posted at all times: License, Emergency Disaster Plan, Personal Rights, Parents' Rights Poster, Effects of Lead Exposure, car seat poster, menus, and daily schedule.

Applicant stated the facility will provide two snacks and children will bring their own meals.

INDOOR ACTIVITY SPACE:
There are six classrooms: Dramatic Play Classroom, Art Studio Floor, Loft Room, Upstairs Classroom #1, Upstairs Classroom #2 and Library. LPA observed sufficient amount of age-appropriate equipment, toys, tables, chairs, and cubbies. There is a kitchen to support the food service equipped with a refrigerator, dish washer and washer and dryer. There is a first aid kit kept at the front desk. LPA observed cleaning disinfectants appropriately stored in the staff restroom. Applicant stated medications will be stored at the front desk. Applicant stated there are no firearms on the premises. Applicant stated there will be pitchers and children’s personal cups available in the classroom. LPA observed carbon monoxide detectors, smoke detector and a fire extinguisher in the facility. LPA observed the facility’s sign in and sign out system, located at the front desk.

During today’s inspection, LPA remeasured the indoor and outdoor space. The total classroom space contains a total of 2,276.433 square feet, which will accommodate the requested capacity of 30 preschool children. The facility has a total of 2 sinks and 2 toilets available for children. There is a separate private restroom for the staff. Children who become ill during the day will be isolated in the lobby/desk area and will use the staff restroom, if necessary.

OUTDOOR ACTIVITY SPACE:
There is an outdoor area for preschool children. The outdoor play area is surrounded by a brick wall that is at least four feet tall. There are no play structures in the outdoor play area. LPA observed sufficient amount of age-appropriate equipment and toys. There are shaded areas supplied by the building, large trees and an umbrella.

LPA measured the outdoor activity space. The outdoor play area contains a total of 1131.001 square feet, which will not accommodate Applicant's request for 30 preschool children. Applicant will submit a waiver request along with a outdoor play area schedule that shall allow no more that 15 preschool children on the outdoor play area at one time. The facility will provide drinking water via water pitchers, and have children bring personal cups. Applicant stated the facility will also provide cups for those children who do not have one.

LPA discussed the following: 100% supervision is required at all times; personal rights; inspection authority; reporting requirements; staff to children ratios and capacity; staff qualifications; and maintaining buildings and grounds. LPA discussed with Applicant any changes that may occur regarding the director or an employee acting in the director's absence must be reported to department within 10 working days. LPA discussed the Lead Testing requirement with Applicants.

This facility plans to provide Incidental Medical Services – IMS. For IMS information, see PIN 22-02-CCP. A Plan of Operation that includes IMS must be submitted to the Department. Applicant was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.
