On 1:45p.m., Tuesday, August 29, 2023, Licensing Program Analyst (LPA) Pa Dao Vang and Licensing Program Manager (LPM) Seychelle De Luca met with Facility Representative Bianca Miraflores, for the purpose of an unannounced 1 year required inspection and an open complaint report. LPA and LPM toured the facility, at which time a census of 26 napping children supervised by 2 staff were observed. All individuals subject to criminal background review have obtained clearance.

A health and safety inspection was conducted in the classrooms, restrooms, food service areas, and outdoor play areas. LPA observed the following documents are posted: License, Emergency Disaster Plan, Personal Rights, Parents' Rights Poster, required publications, menus, and daily schedules. Center offers morning and afternoon snacks for the children. Cleaning disinfectants and hazardous items are appropriately stored and inaccessible to children. There are medications stored at in the front desk of the facility in the drawer. Furniture and equipment are in good condition, and toileting facilities are in sanitary, and operating condition. Bins for solid waste have tight fitting lids. The floors appeared clean throughout the facility. LPA observed smoke and carbon monoxide detectors. LPA observed that children are signed in and out of the facility using a digital application.

Children have access to water indoors and outdoors using a water canister and cups that are transported with children. Playground equipment and surfaces are free of loose or sharp parts. LPA observed sufficient cushioning of bark. Outdoor shade is provided by canopies. There are no firearms or bodies of water on the premises. Facility representative stated there are no poisons on the premises.

LPA reviewed staff files. At least one staff member present today has current Pediatric CPR and First Aid certification. LPA observed immunization records and documentation of the educational background, training, and/or experience. Upon review, all staff members had current Mandated Reporter Training. LPA advised AB 1207 Mandated Reporter training must be renewed every two years and can be renewed at www.mandatedreporterca.com.

Facility had a current roster, and record of conducting fire drills at least every six months. Per record the last fire drill was conducted on July 26th, 2023. A sample of 5 children's records were reviewed and were observed to be complete. There was not found to be a lack of supervision around the incident and no title 22 deficiencies were cited.

Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for


drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.
For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).

Incidental Medical Services (IMS) ir provided and policy was discussed. For IMS information see PIN 22-02-CCP. Facility Representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with Licensee Blithe Raines and Director Bianca Mirflores.

No title 22 deficiencies cited today. A copy of this report is provided to the facility.
