25 | Licensing Program Analyst Jennifer Velasco (LPA) met with Licensee Dema Nebres (L1) to conduct an inspection for the purpose of approving a capacity increase from eight to 14 children, with an assistant. LPA toured all areas of the home that are accessible to children. The facility operates 7:30 AM - 5:00 PM, Monday through Friday. L1 was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.
Off limit areas include: three bedrooms, one bathroom, backyard shed, and garage. Licensee acknowledged that children may never enter these off-limit areas and she must notify the department if she wishes to make the rooms accessible to children. LPA observed a current children's roster and fire drill log. LPA observed a pull fire alarm and smoke detectors. The Fire Safety Inspection Clearance has been received from the Folsom Fire department and the home has been cleared for up to 14 children.
LPA reminded L1 that for any assistant she must ensure and maintain documentation of the assistant’s current Livescan clearance and association to the facility, current Mandated Reporter training, immunization record, and other required records. L1 stated she understands the assistant’s CPR/First Aid certificate must be current if the assistant is to be left alone with the children. LPA advised L1 that she must be present 80% of operating hours. In the areas that were evaluated, no deficiencies were observed at the time of the inspection. Exit interview was conducted, and this report was reviewed with Licensee Dema Nebres. A Notice of Site Visit was provided and posted in the facility and will remain posted where visible to parents for 30 days.
Capacity increase is approved for a Large Family Child Care Home as of today, 10/09/2023. Facility is now licensed to serve a maximum capacity (when there is an assistant present) of 12 children with no more than four infants OR a capacity of 14 children no more than three Infants; one child must be in Transitional Kindergarten/Elementary School and one child must be at least six years old. If there is not an assistant present the facility must revert to a Small Family Child Care Home license. |
