Licensing Program Analysts (LPAs) Kyrsten Williams and Stephanie Piring met with the Director, Katherin Wright, for an unannounced annual inspection. LPAs toured the facility including all activity and classroom spaces, restrooms, food service and outdoor play areas. Census included 3 infant children and 5 toddlers in care being supervised by 4 staff. Director was reminded never to exceed the conditions, limitations and capacity specified on the license. Facility hours of operation are Monday through Friday 6:00 AM to 6:00 PM.

LPAs observed a current Needs and Services plan for each infant in care. LPA observed an Infant Sleeping Plan (LIC9227) for each child under 12 months of age. LPA observed documentation that sleep checks were being conducted by staff every 15 minutes for all children under two. LPA observed that all cribs were free of loose articles or objects and there was one crib or mat for each child in care with a tight fitted sheet. Staff stated that the bedding is changed daily. All furnishings were in good condition. Infant diaper changing area is clean and within arm's reach of a sink. There is a one inch thick mat for the changing table with a vinyl surface. Toys are appropriate size with no small parts for the safety of the infants.

Classrooms all appeared clean including the carpets and floor. Bathrooms were clean and all sinks and toilets were in operating condition. LPAs observed containers used for storage of solid wastes, including moveable bins, to have a tight-fitting cover that is kept on and in good repair. Chemicals and cleaning materials were kept inaccessible to children. Playground equipment and surfaces were inspected and are in good condition. Drinking water was readily available to children both indoors and outdoors in water bottles. The facility will provide morning and afternoon snacks, breakfast, and lunch. Parents will provide formula, breast milk, and baby food for their children. Bottles and baby food were stored at safe temperatures.

The Director stated that there are no firearms or bodies of water on the premises and the facility has at least one functioning smoke, carbon monoxide detector, and fire extinguisher.

LPA observed the appropriate postings were visible to parents including: License, Emergency Disaster Plan, Personal Rights, Parents' Rights Poster, menus, daily schedule, and passenger safety law. LPA reviewed staff files and transcripts and observed all staff being utilized as teachers were qualified. LPA observed current Mandated Reporter certificates for staff and proof of immunization. At least one staff had a current Pediatric CPR and First Aid certification. LPA observed a sample of children’s files contained the appropriate documentation. LPA observed a current children's roster and a fire drill log. LPA observed that parents are signing their children in and out of the center.

Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

The director was informed of the www.MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP.
