25 | On Wednesday, December 11, 2024 at 12:10 PM, Licensing Program Analyst (LPA) Tanya Washington met with Licensee, Elena Nikolaeva, for the purpose of an unannounced annual/random inspection. The visit is conducted in Russian language. Upon arrival LPA observed Licensee and her spouse, Ivan Nikolaev providing care and supervision to ten children, 9 preschoolers and one infant. All individuals subject to criminal background review have obtained a criminal record clearance. Facility hours of operation are Monday through Friday from 7:00 AM to 6:00 PM.
A health and safety evaluation was conducted in all areas accessible to children. Off-limit areas include: two bedrooms, garage and fenced portion of the backyard. Licensee acknowledged that children may never enter these off-limit areas. LPA observed that the facility is clean, safe, sanitary, and in good repair. LPA observed a functioning smoke detector, carbon monoxide detector, and a full 2A10BC fire extinguisher. The facility has adequate toys that appear to be safe for children to use. The licensee stated there are no weapons or poisons in the home. The fireplace located in the living room is property barricaded. There are no bodies of water on the premises.
LPA reviewed ten children’s files which were observed to be complete. Required postings and the children’s roster were observed. LPA observed that the last fire drill was documented December 6, 2024. Licensee’s and Ivan's CPR/First Aid cards expire 12/2026. Licensee and Ivan both have Mandated Reporter Training certificates which are valid until 12/20/2025, the course was taken at Child Action. LPA reviewed Infant Safe Sleep log for currently enrolled infant.
LPA verified that the annual fees are current. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
