Licensing Program Analyst (LPA) Tanya Washington and Application Specialist (AS) Alecia Sifuentes met with Applicant Marlett Reid for the purpose of an announced pre-licensing/ change of location inspection. Applicant requests a preschool license to serve 33 preschool children from age two to entry into kindergarten. The program will operate Monday- Friday from 6 AM to 5:30 PM, 6 PM- 12 AM, Saturday- Sunday 7 AM - 5:30 PM, 6 PM- 12 AM. The fire clearance was granted by Sacramento City Fire Department on 06/07/2023. The facility will serve AM, PM and evening snacks.

LPA reviewed with applicant the LIC 311A, Records To Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

INDOOR ACTIVITY SPACE:
There are three preschool classrooms. Licensing Staff observed a sufficient amount of equipment, toys, tables, chairs, cubbies, and napping cots. There is a first aid kit in each classroom. Medications will be stored in the office cabinet or will be refrigerated if required. Licensing Staff observed cleaning disinfectants are appropriately stored and inaccessible to children. Applicant stated there are no poisons or firearms on the premises. Applicant stated that she will provide individual water bottles for each child indoor and a water jug and single use cups will be used outdoors. Licensing staff observed functioning carbon monoxide detectors in every classrooms. Licensing staff observed a binder in the front office where parents will sign in/out their children. Applicant stated that she also plans to use an electronic sign in/ out system called Bright Wheel.

AS measured three classrooms. The total classroom space contains a total of 1, 398 square feet, which will accommodate Applicant's request for 33 preschool children. There is one preschool toilet and three sinks for the children, and a separate private restroom for the staff. Applicant has requested a shared bathroom waiver for the preschool children to use the school age bathroom which includes two additional toilets. Individual measurements are recorded on the Capacity Worksheet (LIC 9024). Children who become ill during the day will be isolated in the office area and will use the staff restroom, if necessary.

OUTDOOR ACTIVITY SPACE:

There are three outdoor areas on the property which are separated by a chain link and rod iron fences that are at least four feet tall. AS observed a sufficient amount of equipment and toys. There are no bodies of water on the premises. There are shaded areas supplied by canopies and trees.


AS measured the preschool outdoor activity space. The outdoor play area contains a total of 1, 879 square feet, which will only accommodate 25 preschool children. Applicant has requested a shared outdoor space waiver for the preschool children to utilize the infant and the school age yards. Individual measurements are recorded on the Capacity Worksheet (LIC 9024).

APPLICANT KNOWS FACILITY PLANS TO PROVIDE IMS: This facility plans to provide Incidental Medical Services – IMS. For IMS information, see PIN 22-02-CCP. A Plan of Operation that includes IMS must be submitted to the Department. AS discussed the following: 100% supervision is required at all times, including in the bathroom; personal rights; inspection authority; reporting requirements; staff to children ratios and capacity; staff qualifications; and maintaining buildings and grounds. AS discussed with Applicant any changes that may occur regarding the director or an employee acting in the director's absence must be reported to department within 10 working days.

Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.
