On September 26th, 2024 Licensing Program Analyst (LPA) Mandie Goodwin met with Licensee Starr Jones, for the purpose of an unannounced required 1-year inspection and a case management. Also in the home were two other adults. All individuals subject to criminal background review have obtained a criminal record clearance. LPA observed there were three daycare children including 1 infant during inspection. Facility days and hours of operation are Monday-Friday 6:00am-6:00pm, or as needed.

Licensee has also requested to increase from a small to a large family child care home. A fire clearance was granted on September 20, 2024. LPA discussed CCR 102416.5 (d) which discusses the required ratios and capacity for a Large Family Child Care. Licensee understands that children under 10 years old that live in the home count towards total capacity. LPA discussed personnel records needed for adult and minor assistants.

Licensee guided LPA on a tour of the facility and a health and safety inspection was conducted in all areas accessible to children. The off-limits areas include the garage and the entire upstairs. Licensee acknowledges that children may never enter the off limit areas. LPA observed the required postings, a fully charged fire extinguisher, and functional smoke and carbon monoxide detectors. Per Licensee, there are no weapons in the home. No bodies of water were observed today. Toxic and hazardous items are inaccessible to children. Outdoor play space is fenced and in good repair.

LPA reviewed three children’s files, which were observed to be complete. LPA observed individual pack and plays for infants under 24 months and tight fitted sheets covering the mat. A current children’s roster was observed. Licensee has record of conducting fire drills at least every six months. Per Licensee, last drill was conducted in August 2024. LPA provided and reviewed the Family Child Care Home Entrance Checklist. LPA discussed the requirement of renewing CPR and mandated reporter training every 2 years. LPA observed Licensee’s CPR which expires 6/4/25 and Mandated reporter that expires 4/28/25. (Cont. on LIC809-C)

LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: https://www.ada.gov/resources/child-care-centers/.
