At 9:00 a.m. on Tuesday, November 19th, 2024, Licensing Program Analyst (LPA) Kyrsten Williams and Licensing Program Manager (LPM) Seychelle De Luca met with Licensee, Hiresha De Silva, for the purpose of an unannounced, case management - licensee initiated inspection. Licensee requested to adjust capacity for toddler component. Licensee requests to keep total capacity of children at 150 and have 126 preschool children ages 2 to 6 years and 24 toddlers age 18-36 months under a toddler component. A fire clearance is on file with the Department and was granted on October 30, 2024. During the time of inspection, LPA and LPM observed 81 children being supervised by 10 staff members.

INDOOR ACTIVITY SPACE:
The indoor classroom space was measured and documented on a capacity worksheet. LPA measured seven classrooms and square footage is as follows: Room #8/Casa 1 = 824.12595, Room #7/Casa 2 = 805.125, Room #6/Casa 3 = 838.96405, Room #1/Bambino 1 = 838.8564139, Room #2/Bambino 2 = 870.83425, Room #3/ Casa 4 = 1166.6736, and Room #4/Piccolo = 904.659. There is a total square footage of 6249.238178 square feet being used, which will accommodate the requested capacity of 150 children. Room #5/Casa 5 is currently being used for storage and a teacher's lounge. LPA observed a sufficient amount of tables, chairs, cubbies, and equipment for the requested capacity.

There are nine toilets and three urinals available to children at the facility. Some toilets are located within classrooms, and there are additional restroom areas in the hall corridors. One stalled toilet will be designated for staff use. The facility has changing tables in the toddler and 2's classrooms with sinks within arms reach.

OUTDOOR ACTIVITY SPACE:
The play space is surrounded by a chain link and wooden fence that is at least four feet tall. The outdoor play area contains a total of 129,187.1 square feet, which accommodates the request for 150 children. Individual measurements are recorded on the Capacity Worksheet (LIC 9024).

There is a climbing structure that has a safety label that reads it is intended for children ages 5 to 12 years old. Licensee stated that children will not be using the structure as it was installed by the church. There are two additional play structures that have been installed and are each surrounded by a chain link fence. When facing away from the buildings, the left side of the play yard will be used for children in the toddler component and has a square footage of 2029.165, which is sufficient space for the requested capacity of 24 toddlers. Play structure used for toddlers is designated for children age 6 months - 23 months. The right side of the play yard will be used for preschool children and has a square footage of 2970.835. Play structure for preschoolers is designated for children 2 years - 5 years. Licensee acknowledges staff must ensure children use age-appropriate equipment at all times.

As of today, facility is approved for a change of capacity to serve 126 preschool children ages 2-6 years (entry into first grade) and 24 toddlers ages 18-26 months under a toddler component. Exit interview was conducted and report reviewed with licensee, Hiresha De Silva.

No deficiencies are cited today. A notice of site visit was given and must remain posted for 30 days.
