Licensing Program Analysts (LPAs) Erwina Pascual-Golamco and Kyrsten Williams and Licensing Program Manager Natalie Dunaway met with Applicant Kothai Sadishkumar for the purpose of an announced pre-licensing (change of ownership) inspection. Also present during this inspection was co-owner Sadish Thiyagarajan. Facility was previously licensed under facility number 343622470. Applicant is requesting preschool license with a maximum of 22 preschool children. The program operates Monday through Friday from 6:30AM to 6:00PM. There were no preschool children in attendance at time of visit. The fire clearance was granted on 07/18/2023.

LPA reviewed with applicant the LIC311A, Records To Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted. Applicant acknowledges that the following documents must be posted at all times: License, Emergency Disaster Plan, Personal Rights, Parents' Rights Poster, Effects of Lead Exposure, car seat poster, menus, and daily schedule.



INDOOR ACTIVITY SPACE:
The preschool has 2 classrooms and a kitchen to support food preparation. LPAs observed sufficient age-appropriate equipment, toys, tables, chairs, cots, and individual cubbies. There is a first aid kit in each of the classrooms. Applicant stated medications will be stored in the office and inaccessible to children in care. Applicant stated there are no firearms or weapon on the premises. Water will be provided by individual water bottles and water jugs in the classrooms and the preschool play yard. LPAs observed a functional carbon monoxide detector in the facility. Applicant stated the facility will be utilizing an electronic sign in and sign out system. Applicant stated the facility will provide lunch, morning, and afternoon snacks.

Two rooms (Rooms 5 and 6) are designated for the preschool program. The total square footage for the two classrooms is 799.9236 sq. feet. Measurements were obtained previously on 2/22/18.
This measurement will accommodate the requested capacity of 22 preschool children. There is a separate staff restroom located in Room 1 in the infant classroom. Children who become ill during the day will be isolated in the office. There are 2 toilets, and 3 sinks available to children in care.

OUTDOOR ACTIVITY SPACE:
The outdoor play area is fenced and is equipped with age-appropriate equipment. The total outside play area measures 4,875 square feet that will accommodate the applicant’s request of 22 preschool children. The outdoor activity space was measured previously on 2/22/18. The playground does have adequate shade provided canopies. Outside water will be provided by use of water containers/jugs and cups. There is enough sufficient resilient material (grass) underneath climbing structures. Shade is provided by canopies.

LPA discussed the following: 100% supervision is required at all times; personal rights; inspection authority; reporting requirements; staff to children ratios and capacity; staff qualifications; and maintaining buildings and grounds. LPA discussed with Applicant any changes that may occur regarding the director or an employee acting in the director's absence must be reported to department within 10 working days.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. Applicant was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.
