Licensing Program Analyst (LPA) Jennifer Velasco met with Facility Representative, Director Diana Tschoepe (Representative), for the purpose of conducting an unannounced complaint investigation inspection pertaining to the above allegations. The purpose of today's inspection was explained to Representative. During today's inspection, LPA toured the facility, observed care, conducted interviews, and presented findings. Records reviews, LPA's observations, and multiple witness interviews failed to corroborate the allegations that the facility was operating out of ratio, was not kept clean, did not meet children's diapering needs, left children unattended, or left children outside without water. Witness statements showed there is an occasional bug in the facility or in the yard, but the facility has an exterminator service and appears to keep the facility as free of insects as much as is humanly possible. Witness statements also failed to corroborate the allegation that the staff does not provide a comfortable environment for children. Although the allegation(s) may have happened, there is not a preponderance of evidence to prove the allegations; therefore, the allegations are unsubstantiated. Exit interview was conducted and report was reviewed with Facility Representative, Diana Tschoepe. Appeal rights were provided. Notice of site visit was given and must remain posted for 30 days.
