On 02/04/2025, Licensing Program Analyts (LPAs) Gagandeep Singh and Soleil Marx met with Facility Representative, Diana Tschoepe, for the purpose of conducting an unannounced annual inspection and a case management licensee initiated capacity increase inspection. The purpose of today's inspection was explained. Today's census included four infants being supervised by one staff, eight toddlers being supervised by two staff, 31 preschool children being supervised by four staff. There were no school-age children present during today's inspection.

LPAs inspected all activity and classroom spaces, restrooms, and outdoor play areas. Hazardous items were inaccessible to children. The floors appeared clean throughout the facility. Furniture and equipment were in safe, operable condition. Outdoor activity space and equipment were in good repair and free of loose or sharp parts. LPA observed adequate cushioning in areas underneath climbing equipment and adequate shade provided. Toileting facilities were in safe, sanitary, and operating condition. Uncontaminated drinking water was readily available to children both indoors and outdoors. Trash bins have tight-fitting lids. LPAs observed medications were stored in a central location and an ample amount of first aid supplies available. LPAs observed a functional carbon monoxide detector, smoke detector, and multiple fully charged 2A10BC fire extinguishers within the facility. LPAs observed the facility in compliance with ratio, supervision, and personal rights requirements. LPAs observed full legal signatures on sign in/out sheet. There are no bodies of water on the premises.

LPA observed a current Needs and Services plan for each infant and an Infant Sleeping Plan (LIC9227) for infants under 12 months of age. LPA observed sleep checks conducted and documented every 15 minutes for all children under two. LPA observed that all cribs were free of loose articles or objects, there was one crib/mat for each child in care with a tight fitted sheet, and bedding is changed daily. Infant diaper changing area is clean, within arm's reach of a sink, has a changing mat with a vinyl surface at least 1 inch thick. Toys are of age-appropriate size, with no small parts. LPA observed labeled food and milk for infants, stored at safe temperatures. LPA observed staff documentation of feedings and diaper changes. (PAGE 1/3)

LPA reviewed facility records including child's records, personnel records, administrative records, and documents to be posted. LPA reviewed a sample of children’s files and observed that each child's file contained the required licensing documentation. LPA reviewed records for present staff. At least one staff member present today has current Pediatric CPR and First Aid certification. Records show staff currently employed with the facility have: a criminal record clearance, a health screening report, immunization records, current AB1207 Mandated Reporter Training, and documentation of their educational background, training, and/or experience. LPAs observed all required licensing documents were posted and visible to authorized representatives.

LPA discussed the safe sleep regulations and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource.

LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

All individuals subject to criminal background review have obtained a criminal record clearance. Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.LPA referred Director to the Department website for lead: Lead Toxicity Prevention and Water Testing Information. The facility has requested to increase their total capacity to 114 which will include 7 infants, 15 toddlers, 51 preschool, and 41 school age. The fire clearance was granted on 12/06/2024 by Sacramento Metropolitan Fire Department. There is one classroom for infants (G), one classroom for toddlers (F), three classrooms for preschool (C,D,E), and one classroom for school-age (A). Classroom (B) is utilized as a staff break room.

In the infant room there is a total of one changing table within arms reach of a sink, seven cribs, and two sinks available for children's use. In the Toddler room there is one changing table within arms reach of a sink, three sinks (one which is next to the changing table) and one toilet. The preschool classrooms have seven designated toilets and six sinks. The school age classroom has four toilets and three sinks. There is a sufficient amount of toilets and sinks to accommodate the requested capacity of 114 children. Electively, the facility has a shared space waiver on file for the school age bathrooms to be utilized by preschool children when the school age children are not present at the facility.

LPAs used previous indoor measurements that were taken on 02/07/2024 :The facility's classrooms measured as a total of: 290.83 square feet for the infant classroom, 578.32 square feet for the toddler classroom, 2035.85 total square feet for the preschool classrooms, and 1454.56 total square feet for the school-age classroom which is enough space to accommodate for the requested capacity of 114 to include 7 infants, 15 toddlers, 51 preschoolers, and 41 school-age children.

LPAs used previous outdoor measurements that were taken on 02/07/2024: Outdoor measurements include a total of 575.47 square feet in the infant yard, 2265.12 square feet in the toddler yard, 3827.80 square feet in the preschool yard, and 4356.19 square feet in the school-age yard which will accommodate the applicant's request for 7 infants, 15 toddlers, 51 preschoolers, and 41 school-age children. Electively, the facility will be requesting a shared space waiver for the school age playground to be utilized by preschool children when the school age children are not present at the facility. The school age play structure has a manufacturer label of ages 2-12.

Pending shared outdoor space waiver request and final manager review. Upon approval, this facility will be licensed for a total capacity of 114 which will include 7 infants 0-24 months in classroom G, 15 toddlers ages 18-36 months in classroom F, 51 preschool children ages 2 through entry into Kindergarten in classrooms C,D,E, and 41 school age children ages enrolled in kinder to age 12 in classroom A.

No deficiencies were cited in the areas evaluated. Exit interview conducted and report was reviewed with Facility Representative. A notice of site visit was provided and must remain posted for 30 days. (PAGE 3/3)
