On March 13th, 2025, at 1:15 PM, Licensing Program Analyst (LPA) Pa Dao Vang met with Licensee Dalya Kahil for the purpose of an unannounced 3 year annual inspection and a case management. Licensee stated that 3 of her children are home during the inspection. All individuals subject to criminal background review have obtained a criminal record clearance. There no daycare children during the inspection. Licensee stated there are 5 children currently enrolled. Facility hours are Mondays to Fridays from 4:00 PM 10:00 PM.

Licensee has also requested to increase from a small to a large family child care home. A fire clearance was granted on 2/25/2025. LPA discussed CCR 102416.5 (d) which discusses the required ratios and capacity for a Large Family Child Care. Licensee understands that children under 10 years old that live in the home count towards total capacity. LPA discussed and provided a list of the personnel records needed for adult and minor assistants.

Licensee guided LPA on a tour of the facility and a health and safety inspection was conducted in all areas accessible to children. Licensee required the sun room kitchen to be included in the on limit areas for children to access. Off limits areas include garage, all upstairs, all bedrooms, front and back yard with in ground swimming pool. LPA Vang observed an enclosed fence isolating the swimming pool inaccessible to the daycare children. LAP also verified the fencing gate that opens away from the swimming pool and is self-closing with a self-latching, key lockable device placed no lower than 60 inches above the ground. LPA also observed Licensee testing out the pool alarm several times. The pool alarm sound upon detecting entrance into the water and in working condition. The pool alarm also meets the ASTM International Standard F2208 requirement. LPA Vang also observed a life ring with a diameter of at least 17 inches with a United States Coast Guard approval label, and a rescue pole with a body hook that is at least 12 feet long. LPA Vang also reviewed a record of the daily pool inspections maintained by Licensee.

Licensee acknowledges that children may never enter the off limit areas. LPA observed the required postings, a fully charged fire extinguisher, and functional smoke and carbon monoxide detectors. Per Licensee, there are no weapons in the home. Toxic and hazardous items are inaccessible to children.

LPA reviewed 5 children’s files. LPA Vang reviewed all the required forms for each child’s file. LPA observed individual pack and plays for infants under 24 months and tight fitted sheets covering the mat. A current children’s roster was observed. Licensee has record of conducting fire drills at least every six months. Per Licensee, last drill is up to date. LPA provided and reviewed the Family Child Care Home Entrance Checklist. LPA discussed the requirement of renewing CPR and mandated reporter training every 2 years. LPA observed Licensee’s CPR which expires 7/15/25 and Mandated reporter that expires 12/14/25.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Effective today, 3/13/2025, Licensee’s request for a Large Family Child Care License is approved. Licensee can now provide care for 12 children (when there is an assistant present) with no more than 4 infants or capacity of 14 children when 1 child in Transitional Kindergarten or elementary school and 1 child at least age 6 with a maximum of 3 infants. Infants are children under the age of two years. Licensee understands that when there is no assistant present, ratios of a small capacity must be adhered to.



During the exit interview, the Licensee, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. During today’s inspection, no deficiencies were observed. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted, appeal rights, and report was reviewed with the Licensee Dalya Kahil.
