On 11/06/2024, Centralized Application Bureau (CAB) Licensing Program Analyst (LPA) Arianna Manabat met with applicant Katie Pack for the purpose of an announced pre-licensing inspection. The Applicant requests the following components for their program: An infant component which will serve 10 infant children ages 12-24 months, 15 toddler children ages 18-36 months, and a preschool component which will serve 24 children ages 2 years to entry into kindergarten.

The program will operate 7:00 AM - 6:00 PM Monday through Friday. The initial fire clearance was granted on 09/20/2024 by the Folsom Fire Department. During this visit, LPA Manabat and the applicant reviewed the LIC 311A, Records To Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted. Applicant acknowledges that the following documents must be posted at all times: License, Emergency Disaster Plan, Personal Rights, Parents' Rights Poster, Effects of Lead Exposure, car seat poster, Menus, and Daily schedule. Applicant stated that the facility does provide AM and PM snacks but that parents/guardians will need to provide lunch.

INDOOR ACTIVITY SPACE:
During the inspection, LPA Manabat observed one room for infants (the room in the bottom section of the facility that is closest to the play yards, one room for toddlers (the other room in the bottom section of the facility that is closest to the kitchen, and one larger open classroom for preschool children. During today's visit, LPA Manabat observed a sufficient amount of age-appropriate equipment, toys, tables, and cubbies. There is a first aid kit present in each of the classroom. The Applicant stated that the medications are stored in the front office and that there are no firearms or bodies of water on the premises. Indoor and outdoor drinking water will be provided via water pitchers and a drinking fountain. During today's visit, LPA Manabat observed a functioning carbon monoxide detector within the facility. Finally, the sign-in/sign-out system is conducted via an electronic system.

During today's visit, LPA Manabat measured all classrooms intended for program use. LPA Manabat measured a total of: 356.22 square feet for the infant classroom, 575.03 square feet for the toddler room, and 869.12 square feet for the preschool classroom. These measurements indicate that there is enough space to accommodate for the 10 infants, 15 toddlers, and 24 preschool children respectively.

In the infant room there is one sink and one changing table, which is within arms reach of said sink. LPA Manabat observed no cribs in the infant room. During today's visit, LPA Manabat and the applicant discussed safe sleep regulations and confirmed the use of age appropriate sleeping equipment. In this conversation, LPA Manabat mentioned the importance of evaluating each child's physical capabilities and stated that children who physically needed a crib would need one. The applicant stated that she is intending to enroll infants who will not need a crib.

In the toddler program, there are a total of two toilets and one sink. In the preschool program there are a total of two toilets and two sinks available. For all components, the number of toilets and sinks will accommodate the facility's requested capacity. There is also a private restrooms for the staff located upstairs. It was stated that any child(ren) who become ill during the day will be isolated in office area. These children will utilize separate restrooms from the children in the center. Individual measurements are recorded on the Capacity Worksheet (LIC 9024).

OUTDOOR ACTIVITY SPACE:
During today's visit, LPA Manabat observed two outdoor yards on site, one for the preschool and one that can be shared amongst the infants and toddlers. LPA Manabat observed several trees and overhangs of sides of the building that can function as shade. There are no permanent play structures fixated to the infant/toddler yard but there is a structure in the preschool yard that is labeled as appropriate for ages 2-5. In the infant/toddler yard there are several different substrates present, gravel, grass, bark, and a sandbox. In the preschool yard there is a a large absorbent mat and grass present. LPA Manabat observed a sufficient amount of age appropriate equipment and toys for all outdoor play areas.

The measurements for each yard are as follows:
LPA measured a total of 1773.24 square feet for the infant/toddler yard. During today's visit, LPA Manabat and the applicant discussed plans to utilize this yard for both infants and toddlers. LPA Manabat stated that the applicant would need an approved outdoor waiver request to share the yards for both programs.

LPA discussed the following: 100% supervision is required at all times; personal rights; inspection authority; reporting requirements; staff to children ratios and capacity; staff qualifications; and maintaining buildings and grounds. LPAs discussed with Applicant any changes that may occur regarding the Director or an employee acting in the Director's absence must be reported to department within 10 working days.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Facility Representatives was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

An exit interview was conducted with the applicant and a copy of this report was provided.

The following item is required before a license will be issued:

1. Manager approval by Licensing Program Manager (LPM) Mai Lor.


2. An amended fire clearance to reflect the new capacity of 10 infants, 15 toddlers, and 24 preschoolers
3. An approved shared space waiver for outdoors.
4. Amended Parent Handbook and Admission Agreement to reflect the new ages of 12-24 months for the infant component.

During today's visit, LPA Manabat collected the new sketch showing the infant and toddler yards sharing a single yard and the LIC 200A during today's visit.
