On 09/03/2024, Centralized Application Bureau (CAB) Licensing Program Analyst (LPA) Arianna Manabat met with the Applicant Nicole Bunch for the purpose of an announced pre-licensing inspection. This is a change of ownership application from the previous licenses 343624078. The Applicant requests the following components for their program: An infant component which will serve 14 infant children ages 0-24 months and a preschool component which will serve 27 children ages 2 years to entry into first grade.

The program will operate 6:30 AM - 5:30 PM Monday through Friday. The fire clearance was granted on 05/23/2024 by the Sacramento Metropolitan Fire District. During this visit, LPA Manabat and the applicant reviewed the LIC 311A, Records To Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted. Applicant acknowledges that the following documents must be posted at all times: License, Emergency Disaster Plan, Personal Rights, Parents' Rights Poster, Effects of Lead Exposure, car seat poster, Menus, and Daily schedule. Applicant stated that the facility provides AM, PM, and lunch. Additionally, infants who are on solid foods will be provided meals. Parents are responsible for milk and formula for infants under 12 months old.

INDOOR ACTIVITY SPACE:
During the inspection, LPA Manabat observed 2 rooms for the infants and one room for the preschool children. LPA Manabat observed a sufficient amount of age-appropriate equipment, toys, tables, and cubbies. There is a first aid kit located in each classroom with an appropriate amount of supplies. The Facility Representative stated that the medications are stored in the front office. Applicant stated there are no firearms or bodies of water on the premises. Indoor and outdoor drinking water will be provided via water a water filter jug. LPA Manabat observed and tested a functioning carbon monoxide detector within the facility. LPA Manabat observed a sign-in/sign-out system within the facility. Additionally, during today's visit, LPA Manabat measured all classrooms intended for program use. LPA Manabat measured a total of: 532.23 square feet for the infant classrooms and 1,011.77 total square feet for the preschool classrooms. These measurements indicate that there is enough space to accommodate for the 14 infants and 27 preschoolers respectively.

In the infant rooms there are a total of 2 sinks and 2 changing tables; all changing tables are within arms reach of a sink. In the room with cribs, there are currently 4 cribs. Furthermore, in the preschool rooms there is a total of 4 toilets and 3 sinks available. For all components, the number of toilets and sinks will accommodate the facility's requested capacity. There is one private restrooms for the staff located near the front office. It was stated that any child(ren) who become ill during the day will be isolated in front office area. These children will utilize staff restrooms. Individual measurements are recorded on the Capacity Worksheet (LIC 9024).

OUTDOOR ACTIVITY SPACE:
During today's visit, LPA Manabat observed a total of two outdoor yards on site separated by wooden fencing. The infant component will utilize the smaller of the two yards, located behind the facility. The preschool programs will utilize the larger area that is located near the front of the facility. For all programs, LPA Manabat observed trees and sides of building that could be used to provide shade. All programs have enough substrate under the outdoor play areas to cushion a fall. Additionally, LPA Manabat noted that there are play structures on the preschool yard. Finally, LPA Manabat observed a sufficient amount of age appropriate equipment and toys for all outdoor play areas.

LPA Manabat measured a total of 1,069.21 square feet in the infant yard and 4,909.10 square feet in the preschool yard. The infant and preschool yards will accommodate 14 infants and 27 preschoolers respectively. LPA discussed the following: 100% supervision is required at all times; personal rights; inspection authority; reporting requirements; staff to children ratios and capacity; staff qualifications; and maintaining buildings and grounds. LPAs discussed with Applicant any changes that may occur regarding the Director or an employee acting in the Director's absence must be reported to department within 10 working days. Facility Representatives was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.
