25 | On Thursday, June 6, 2024, at approximately 2:00 PM, Licensing Program Analyst (LPA) Josiah Gathing met with Applicant Benafsha Sultani for the purpose of conducting an announced change of location pre-licensing inspection. Licensee’s three minor children and one adult child were also present during today’s inspection. Licensee’s first language is Farsi and her children provided interpretation during today’s inspection. All adults living in the home have received criminal record background clearance. Applicant plans to operate Monday - Friday from 8:00 AM to 9:00 PM.
A health and safety inspection was conducted inside and outside of the home. The two-story home includes four upstairs bedrooms, one upstairs bathroom, one downstairs bedroom, one downstairs bathroom, a living room, a kitchen, a laundry room, a back yard, and a garage. Off-limits areas: Entire upstairs, garage, laundry room, and back yard.
LPA observed functioning smoke detectors, carbon monoxide detectors, a first aid kit, and a full 2A10BC fire extinguisher in the home. Applicant has a current EMSA certified CPR and First Aid certificate which expires June 6, 2026. Applicant’s Preventative Health and Safety training was completed August 27, 2020.
Applicant was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.
