25 | July 29, 2025, Licensing Program Analyst (LPA) Andrea Cortez met with Applicant Jamila Ahmad Zai the purpose of conducting an announced pre-licensing change of location inspection. Present in the home was husband Ghulam Hazrat Khalili, minor children. All adults living in the home have received criminal record background clearance. Applicant plans to operate Monday – Sunday from 12:00AM to 12:00PM.
A health and safety inspection was conducted inside and outside of a two-story home. Downstairs: family room, living room, kitchen, bedroom 4, and 3 bathroom. Upstairs master bedroom, master bathroom, bedrooms 2,3, loft, and 2nd bathroom. LPA observed a fence in backyard. Off-limits areas: The entire second floor, and garage.
LPA observed functioning smoke detectors, a first aid kit, and a 2:A-10-BC fire extinguisher. Applicants have a current EMSA certified CPR and First Aid certificate which expires 12/17/26.
Applicant was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.
