25 | Licensing Program Analyst (LPA) Andrea Cortez met with Applicant Halla Esmail for the purpose of conducting an announced pre-licensing change of location inspection. Present in the home were applicants’ minor children. All adults living in the home have received criminal record background clearance. Applicant plans to operate Monday - Friday from 8:00 AM to 5:00 PM.
A health and safety inspection were conducted inside and outside of a single-story home; floor plan included. Master Bedroom/Bathroom, bedrooms 2,3, & 4, family room, living room, dining room, kitchen, garage, and fully fenced Off-limits areas: Master bedroom/bathroom, and garage.
LPA observed functioning smoke detectors, a first aid kit, and a 2A10BC fire extinguisher. Applicants have a current EMSA certified Pediatric CPR and First Aid certificate which expires 4/2027. Mandated Reporter expires 8/2026
Applicant was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.
The applicant obtained Landlord consent for large (14) childcare.
