On 11/30/2022, Licensing Program Analyst Katy Maestas (LPA) conducted an unannounced field visit to deliver the findings for the above allegations. LPA was granted entrance into the facility and met with Director Michele Beckstrom (D1). Throughout the course of the investigation, LPA conducted observations, interviews, reviewed and collected documents.
It was alleged that children are punished for not napping. Interviews with both staff and children corroborated this allegation. The investigation revealed that it is not the policy nor practice of La Petite to require that children nap for 2.5 hours or lose their play time. However, it was revealed that this was the practice for 1 staff member at the facility who denied children books or activities but instead, required that children lay quietly on their nap mats for 2.5 hours. The same staff member required that children who did not nap, and who were considered to be disruptive to the nap environment, were required to sit on a bench instead of engaging in playtime.

Based on interviews, file reviews, and observations conducted the preponderance of evidence standard has been met, therefore the above allegation is found to be SUBSTANTIATED. As a result, a Type-A citation was issued on a subsequent 809-D page.
It was alleged that a staff member yelled at a parent in front of a day-care child. Interviews revealed that a parent inquired about the policies surrounding nap time and the staff member responded with a raised voice. 1 day-care child was present for this conversation. Based on interviews, file reviews, and observations conducted the preponderance of evidence standard has been met, therefore the above allegation is found to be SUBSTANTIATED. As a result, a Type-A citation was issued on a subsequent 809-D page.
D1 understands that all parents or authorized representatives currently enrolled under the 344500454 license are required to sign the LIC 9224 and all parents who enroll for 344500454 license for up to one year must sign the LIC 9224. This form is to be kept in the child's file and available for the Department's review.
An exit interview was conducted in which the report and Plan of Correction was reviewed with D1. LPA provided D1 with the Appeal Rights. A Notice of Site Visit was posted by LPA and shall remain posted for 30 days. Failure to comply with posting requirements will result in an immediate civil penalty of $100.

Staff Meeting on 11/17/22 discussed childrens' rights during nap time. D1 provided an attendance sheet to LPA. D1 will conduct a staff training meeting, which includes the Department's video on Personal Rights, and will submit attendance record to LPA.
