On Wednesday, April 12, 2022, at 10:45 am, Licensing Program Analyst (LPA) Elvira Sierra met with applicant, Yating Zhuang for the purpose of an announced pre-licensing inspection. Hours of operation will be M-F from 7:00 am to 07:00pm.

A health and safety inspection was conducted inside and out. Home is two story house with 4 bedrooms and 2 1/2 bathrooms. The off-limit areas in the home are; Entire upstairs, Kitchen, Garage and right side of the backyard. The applicant acknowledges that she must contact LPA prior to making an off-limits area on-limits and vice versa. Home is appropriately ventilated. Age appropriate toys and reading material were observed. Stairs leading to the second floor are barricaded. Applicant stated there are no weapons in the home and no bodies of water were observed. Toxic and hazardous items are inaccessible to children. Functioning smoke detectors and a 2A10BC fire extinguisher were observed in the home.

Preventative Health, current pediatric CPR and first aid training was verified and expires 02//24. Mandated Reporter Training expires on 02/21/2024. Applicant was encouraged to maintain supervision at all times. Type A/B citations and Immediate Civil Penalty regulation deficiencies were reviewed. Applicant will provide meals and snacks.

Applicant, was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated..

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. LPA discussed the safe sleep regulations with applicant, and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed [applicant, licensee, or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

LPA reviewed with Applicant, the LIC 311D, Forms/Records To Keep In Your Family Child Care Homes, children’s forms/records, facility forms/records, and information to be posted.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platform.

Licensure will be granted upon corrections of the following;


-Proof of carbon monoxide in the home.
-Fingerprint association for Applicant and husband
