25 | On 06/08/23, Licensing Program Analyst (LPA) Corina Beckby met with licensee, Yating Zhuang, for the purpose of an unannounced annual inspection. Licensee, assistant, and 5-day care children were present during the inspection (ages: 4, 3, 3, 2, & 2 years old). Facility hours of operation are Monday through Friday 8:30 am – 5:30 pm. Licensee has also applied to change from a Small Family Child Care Home to a Large Family Child Care Home. Fire clearance was granted by West Sacramento Fire Department on 5/23/2023. LPA verified the annual fees are current.
Licensee stated there are no new residents in the home since licensure. All adults subject to criminal background review have obtained criminal record clearance. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.
A health and safety inspection was conducted in all areas accessible to children. The off-limit areas in the home are; Entire upstairs, Kitchen, Garage, right side of the backyard and front yard. Off limit areas are being made inaccessible by closed doors, gates, supervision and safety knobs. Licensee acknowledged that children may never enter these off-limit areas. LPA observed the required postings and a working phone and fire extinguisher. LPA observed smoke and carbon monoxide detectors, and verified they were functional. LPA toured the kitchen area and verified knives were inaccessible to children in care. Licensee has a gate and blocking the entry of the kitchen. Licensee stated there are no weapons.
