On 02/05/25, Licensing Program Analyst (LPA) Beckby conducted an unannounced visit to deliver findings regarding a complaint investigation and met with Site Director, Quynh Nguyen. The census included 21 preschool children.

Throughout the investigation, LPA made observations of the care and supervision of children; conducted interviews with staff, children, and parents, obtained child roster, and documentation from reporting party and facility. It was alleged that a teacher sat Child1 really hard and hurt Child1’s bottom, when Child1 attempted to get water. LPA's observation and interviews with staff, parents, and children did not reveal a concern at the facility. Interviews and LPA observations revealed the facility has readily available water for the children via personal water bottles at the children’s level. Staff stated children don’t need to ask for permission to get water; however, staff will ask children what they need if they get up during a group activity. Staff stated they offer

water to children during snacks, lunch, before napping or anytime they ask for water.

Based on lack of clear corroborating evidence, the above allegation could not be substantiated or dismissed. Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur; therefore, the finding is UNSUBSTANTIATED.

An exit interview was conducted in which the report was reviewed and discussed with the Site Director, Quynh Nguyen. LPA provided a copy of the report and Appeal Rights to Site Director. A Notice of Site Visit was posted by LPA and Licensee understands it must remain posted for 30 days. A Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
