On August 27, 2024, Licensing Program Analyst’s (LPA) Corina Beckby met with Director, Esther Gonzalez, for an unannounced annual inspection. Today’s census included 8 infants being supervised by 2 staff. The facility hours of operation are Monday through Friday, 7:00AM- 6:00PM.

The Facility Representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA observed that all classrooms appeared clean including the carpets and floor. Furniture and equipment are in good condition, and toileting facilities are in safe, sanitary, and operating condition. LPA observed a functional carbon monoxide detector. Chemicals and cleaning materials were kept inaccessible to children. The food preparation space is free of litter and all food was protected against contamination. Trash cans have tight fitting lids. LPA reviewed the sign in/out log and observed that the children are properly signed in. LPA observed all required forms to be posted.

Infant changing stations were observed clean with essential supplies to clean and disinfect the changing area. LPA observed a changing table within arm's reach of the sink. Infant changing tables have padded surface no less than one inch thick, covered

with disposable paper, and have raised sides at least three inches high. The floors appeared clean throughout the facility. LPA observed sippy cups and bottles with children’s names. LPA observed that storage containers for solid waste and diaper disposal have tight-fitting covers. Parents provide infant's pre-made bottles with formulas, labeled with child’s name and date. Bottles are sent home with parents daily. Infant sheets are washed weekly. The infant indoor and outdoor activity space is physically separate from the space used by other day care children. The Facility Representative stated there are no poisons, bodies of water, or weapons on the premises.

Playground equipment and surfaces were inspected and are in good condition with enough resilient material under climbing structures to absorb a fall. Shade was provided to children via canopies. Drinking water was readily available to children both indoors and outdoors by way of bottled water or bottles.

The facility provides Breakfast, lunch and snack. LPA observed a current children's roster and fire drill. During this inspection, LPA observed that the facility is equipped with First Aid equipment.

During today’s visit, staff and children’s files were reviewed. LPA reviewed 8 children’s files. There are needs and services plans for each infant and toddler enrolled. Children in care were served whole milk. LPA observed current immunization records, documentation of the educational background, training, and/or experience and Mandated Reporter training certificates. It was observed that at least one staff member present today has current Pediatric CPR and First Aid certification (expires: 8/2025). Each child's file contained appropriate documentation: emergency card, consent for emergency medical treatment and notifications of children’s and parent’s rights, health history, physician's report and immunization records.

LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

Incidental Medical Services (IMS) policy was discussed. Facility includes IMS policy in their Parent Handbook on pages 7-10. Handbook is on file For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. A Title 22 Deficiency was observed during today’s inspection and will be documented on the following page of this report (LIC 809D).

Exit interview conducted and report was reviewed with the Director, Esther Gonzalez. A notice of site visit was provided and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. Appeal Rights were provided.
