13 | On 8/4/26, Licensing Program Analyst (LPA) Talwinder Bains arrived at the facility unannounced to deliver complaint findings into the allegations listed above and met with Administrator Danielle Hazziez.
Allegation- Staff members consumed alcohol during working hours, impairing their ability to provide adequate care and supervision, which presents a risk to residents in care . UNSUBSTANTIATED
Based on documents reviewed and interviews conducted with staff members, the Department found insufficient evidence to support the allegation. Staff stated that consuming alcohol while on duty is strictly prohibited under the facility’s employee handbook and policies. Staff further reported that personal social media use is only permitted outside of working hours in accordance with the facility’s social media policy. No evidence was obtained during the investigation indicating that staff consumed alcohol while on duty or that resident care and supervision were impaired as a result. No evidence were found that this incident occurred at facility premises or when staff were on duty. Therefore, the allegation is unsubstantiated. A finding that the complaint is UNSUBSTANTIATED means that although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged violation occurred.
