13 | Licensing Program Analyst (LPA) Cassie Yang arrived unannounced at the facility to deliver the finding for the allegation cited above. LPA met with and explained the purpose of the visit.
The course of the investiagtion for allegation of, Staff inappropriately spoke to resident, interview conducted with C1 revealed that C1 does not feel safe to disclose any information to the Department. Interview conducted with facility's behavioral consultant revealed that C1 can be dishonest at times but it is obvious for staff to recognize C1's dishonesty as C1 would start laughing or cracking a smile. Although behavioral consultant does not believe C1 is lying about staff speaking to client in a certain way, it is unclear the level of "inappropriate" as S1 denied the incident. Interview conducted with staff witness revealed they did not observed S1 yelling at C1 as alleged.
The department finds the allegation to be (US) Unsubstantiated - A finding that the complaint is Unsubstantiated means that although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged violation occurred.
